Make sure theres a . before htaccess. If there is, your host may not allow the use of .htaccess files. I can't think of a workaround right now but I'll see what I can come up with.

One thing i may ask, is it a big problem that images get slightly cut off? When I look at the fixed width version, some of the images get cut off in the posts anyway.

Some windows servers running apache do allow for .htacess and the like because apache handles them and not actually the filesytem, just some providers prefer to block them. Some IIS and windows server configs also allow them but are not always enabled.

You'd have to modify the blocks/recent.php to ignore permissions. If you don't mind waiting you can request it as a feature under Bug-Tracker to the left.

You're language files have been saved with the wrong encoding, did you open them at all?

You are definitely using the old templates then, try replacing the /styles/<style>/template/portal with the /styles/prosilver/template/portal files from the latest zip.

Bleh, that error is caused by the workaround I implemented to remove the character limit on the welcome box and other blocks with large amounts of text stored in the database. Unfortunately it doesn't seem to have worked for all SQL database types, I'll get a fix done for it immediately. For now ope...
