is big bug on ACP double portail.....?
clean up cookies cache templates etc. ...

Check your language files, they might be corrupted. Also try replacing your includes/functions_module.php with the one from the phpBB package.

Just try uploading the language files from the portal archive again. This usually doesn't happen unless your language files are old or corrupted.
