I understand what your saying, but I am doing exactly what your saying and still getting the error. The root of my install is in a directory called /forum/ from the public_html folder.

http://www.website.com/forum/

I copied all the files from the root file that fit correctly into the already ...

Trust me, i've got all the files were they need to be. I even put the files in the root and the root root folder.

website.com/forum/install_portal/install.php
website.com/install.php
