Global Announcements Block does not appear

Description and Message
I tried to put the Global Announcement module in the portal, like in board3.de, the second block. It's enabled, all the users have the permisions and the module retrieve the announcements from all forums, but the block doesn't appear in the portal. I tried to post something in forums, but it still doesn't work. Thanks you all for the help and sorry about my english.

Have you posted an announcement and not just a normal topic in the announcement forum? It will only show topics of the announcement topic type.
