Latest news showing strange characters

Since some compatibility issue with phpBB 3.2 I disabled the Board3 2.1.0 portal.
I updated with modified files on my computer those are available on board3.de. Everything is running fine except Latest news showing strange characters on it. Screen print attached.

You need to empty your browser cache, or simply do CTRL F5 on that page.
Normally that should fix it.

I did that plus cleared forum caches. The result same.

This is because the css changed, I see the same questions on phpbb.com
Did you try with another browser?

Yes, I tried it on Firefox & Windows 10 Edge. Same Result.
I tried with Prosilver special edition with no luck.

1.My current updates are from your updated files.
2.I am planning to empty or delete the portal tables from phpMyAdmin and try fresh from your updated files. Any suggestion?
