Important Topic Block

Hi there,
I know this might be a bit of a weird request, but I couldn't find it anywhere else on this site. What I am looking to do is to take one specific topic and put it up as a block, kind of like how the Latest Global Announcement block will display the full post of the, well, latest global announcement. I am setting up separate pages to the portal with each page holding a distinct block for a specific purpose, and this one will link to a "guide" topic for the forums which will list all the rules and everything.
Would it be possible to get this block? So that all I would have to do is plug in the topic number and it displays all the posts in that topic in a block? That would be immensely appreciated.
