Add a picture to the Portal

Hello there:

I want to upgrade my site http://socob.bb/forum/portal.php to Phpbb3 and use this portal software. My only problem is that I cannot find the file that I can add some code to add any picture I want like on that site.

Can you notify me which file I need to access?

Best to wait for the new portal version, as it has several possibilities to realize what you want (BBCode in welcome box, custom blocks who could be filled with HTML or BBCode).
