Show portal on all pages

When I enable 'Show portal on all pages', it does not show on all pages...
What is the reason for this? I cleared all the cache.

I only changed the header image and added advertising banners.

Deactivate the portal extension, delete all associated files via FTP.
Upload the customized version and empty the forums and browser cache.
